Be really upfront with him. Ask him if he really like you or not and if he's going to do anything about it. He may be shy or he may just like flirting for the heck of it. Its still not nice that he's leading you on by saying he's going to call and doesn't. If everyone knows you're gagging for it he probably knows it too. Tell him this is the last time you are dealing with him and ask him to answer you honestly so you can move on.
